VEU invests in international equities (both developed and emerging) outside the U.S., essentially the same category as VXUS, with overlapping top holdings like TSMC, Samsung Electronics, and ASML.

The differences between the two — holdings count, expense ratio (VEU 0.04% vs. VXUS 0.05%) — are minor. If you already hold VXUS, there's little benefit to adding VEU as well.
